The disparity is eye-opening. Much of it depends on the economic model of the country or region. In the US, the revenue stream for professional sports is driven mainly by free enterprise, and sometimes tax incentives are part of the demand. Public teachers, police, firefighters, and military personnel are at the mercy of governmental budgeting, which is corrupt and heavily influenced by corporate demand. The public servant, other than those who make laws, are compensated poorly. For those folks, government needs to appropriate more money in the budget.
