I'd speculate that those people are a hazard everywhere in society, and without common sense or intuition, they're always a danger to themselves.
I've tobogganed and done other activities where ‘right of way’ is key to fun and success. Granted, qualities like finesse and etiquette have to be learned, but there has to be a willingness to get with the flow.
It's a drag dealing with people who are oblivious to sharing that goal.
